Notice of procurement plan of Bidding package “Firefighting and Rescue Service”

Nghi Son Refinery & Petrochemical Limited Liability Company (NSRP) is planning for the procurement of Firefighting and Rescue Service (Services). The tentative date of delivery of the Services will be in October 2016.

NSRP plans to start the above mentioned procurement process in the near future.

Neither shall your satisfaction of all the minimum requirements mentioned above nor your response to this notice creates any promise or guarantee by NSRP that you will be invited to participate in the above mentioned procurement process.



Firefighting and Rescue Service Contractor (Contractor) must provide NSRP with firefighting & rescue services (Services) at NSRP Refinery including Jetty areas/ Berth sides (except on the sea and SPM) including the following:

1.1.1 Emergency duties

To perform firefighting and rescue operations for combating, extinguishing and prevention of fires as well as for saving life and properties.
To perform duties and responsibilities for responding to and mitigating consequences caused by hazardous material release.
To coordinate with local authorities on the firefighting and rescue operations.
1.1.2 Non-Emergency duties

To operate, check and test firefighting vehicles, Fire Station and fire prevention and firefighting equipment.
To perform fire prevention patrol in Refinery areas.
To perform fire prevention and firefighting prevention, and to promote fire prevention and firefighting awareness within the Refinery.
To provide in-house firefighting and rescue training for its own team (i.e. Fire and Rescue Team).
To organize firefighting drills, rescue drills, training courses on fire prevention and firefighting techniques and other emergency topics to maintain necessary skills and proficiency levels that are required by the national fire prevention and firefighting regulations.
To coordinate with local authorities to have a good relationship for the firefighting and rescue service.
To check and monitor new updates of the Vietnamese laws and regulations regarding firefighting and rescue, and evaluate and report any changes of laws and regulations to NSRP.
To obtain necessary licenses, permits or any other document, which must be obtained by NSRP as required by relevant laws or regulations, and consult with the local authorities to obtain such documents.
To provide statistics and periodical reports on firefighting and rescue situation to NSRP.
