Deputy Prime Minister Le Van Thanh – Head of the National Steering Committee for Electricity Development has just signed Decision 126/QD-BCDQGDL dated December 22, 2021 on Operational Regulations of the National Steering Committee.

The Decision stipulates the tasks of the National Steering Committee for Electricity Development (National Steering Committee) as follows:

• Directing, inspecting, urging and supervising the establishment, reviews for the National Power Development Planning (PDP), implementing investment projects on the power plants and grids in PDP/Power Development Plans, especially the key and urgent projects approved by the Prime Minister.
• Directing infrastructure construction investment, coal and LNG import, the negotiations on coal and LNG import for power plants.
• Directing and inspection and supervision for resolving the programs related to the site clearance for the power projects.
• Directing and inspecting implementation of the policies on the power purchase with the foreign countries and renewable energy (RE) development.

The working principles of the Steering Committee

The Head, Deputy Heads, and Members of the National Steering Committee work on a part-time regime.

The National Steering Committee works on the principle of an united centralization; the members of the Steering Committee are responsible for the assigned activities; The Head, or the person authorized by the Head of the Committee, should decide the issues of the National Steering Committee.

The Ministry of Industry and Trade (MOIT) is the Standing Office of the National Steering Committee for Electricity Development.

Coordination activities

The National Steering Committee assigns each member to coordinate with the ministries, agencies and localities in inspecting the implementation of promulgated mechanisms and policies; proposing to supplement, amend or develop new mechanisms, policies and solutions suitable to the functions and tasks of the ministries and agencies to fulfill the tasks assigned by the Prime Minister.

The National Steering Committee is the clue to coordinate directing the activities of ministries, agencies and localities in implementing the investment in power plant and grid projects, coal and LNG import, especially key power projects to ensure progress, safety, quality and efficiency. As the clue to coordinate and direct implementing the policies on power purchase with foreign countries and developing renewable energy for rightly ensuring the strategies on power and RE development.
