– Work in the field to check adherence to the Permit to Work and Safe isolation working procedures by NSRP and Contractor staff
– Review the quality of the Permit to Work preparatory work, including JSA, SWMS, Document Preparation, Issuing, Field Execution and Permit closure.
– Work with PTW issuer and PTW validators and provides feedback;
– Participate in Job Safety assessment as needed;
– Has a clear overview and focus on the safe execution of ‘high risk activity’ activities across-shifts ;
– Conduct coaching in the field for the operators and contractor staff. Recognizes good behaviors;
– Work area is to focus on all sections;
–  Daily reporting of PTW/Safe Isolation deviations and identification of systemic deficiencies in the application of the PTW process;
– Identify areas for simplifying and streamlining permit to work and safe isolation procedures;
– Interface effectively with all layers in operations (FO, SSV,DSM,SM) and HSSE functions;
– Solicit advice and guidance from Duty Shift Managers and direct line manager
– Work in shift if need be
– Collect/Collate data from all Ops Audits and analyze
– Prepare a weekly report on analyzed data to reveal top risks.

‘Educational Level: University Graduate or technical equivalent
Work Experience: Minimum 12 years’ experience in Oil Refinery/ Petrochemical Plant operation is mandatory.
Specialty/Qualification
Skills: – Experience required minimum 10 years about control panel operation and field operation in Oil Refinery/ Petrochemical Plant.
– Experience required minimum 5 years in leading and managing operational safety control; operation safety walkthrough and audit of Permit to Work (PTW), Safe isolation, PSSR, line breaking audit in Oil Refinery/ Petrochemical Plant.
– Specialized skills in Permit to Work (PTW), PSSR, Hazard Identification, Safety audit, Safe isolation, line breaking, confined space entry, Incident Investigation etc…
– Permit to work coordinator or equivalent experience is desired
– Has experience in signatory roles and positions in a PTW system
– Knowledge of the detailed operation, Turnaround principles of the refinery/ petrochemical plants and associated equipment, processes, and systems.
– Experience on site safety management
– Excellent leadership and communication skills.
– Ability to teach skills to all levels and exhibit patience.
– Hands on experience in refinery initial operation and turn around is desired
– Capable of delivering results in a diverse, ever-changing environment
– Strong facilitation, listening and conflict resolution skills
– Ability to collect and analyze data related to compliance
