Forging stronger ties: NSRP and BSR reinforce strategic partnership

On June 6, 2025, a delegation from Nghi Son Refinery and Petrochemical LLC (NSRP) paid an official visit to Binh Son Refining and Petrochemical Joint Stock Company (BSR), marking a significant milestone in the ongoing partnership between Vietnam’s two leading refinery operators.

This high-level engagement reaffirmed the commitment of both companies to deepen collaboration, enhance knowledge exchange, and jointly contribute to the sustainable growth of Vietnam’s refining and petrochemical industry.

The visit focused on enhancing strategic dialogue and sharing best practices across key operational areas, including crude procurement strategies, Euro 5 compliance, turnaround planning, human resource development, training, logistics, and corporate governance. Discussions also covered prospects for joint procurement, innovation, and future R&D collaboration.

NSRP and BSR strengthen partnership through reciprocal visit

Leading the NSRP delegation were Mr. Kazutaka Yamato – General Director; Mr. Pham Van Chat – Deputy General Director; and Mr. Le Nguyen Quoc Vinh – General Manager of Refinery, along with senior managers from Commercial, Corporate Planning, Administration & Corporate Affairs, Human Resources & Training, Business Support & Corporate Office, Technical, and Operations divisions.

The BSR leadership team was headed by Mr. Bui Ngoc Duong – Chairman of the Board of Directors, and Mr. Nguyen Viet Thang – President and CEO, joined by other senior executives and department representatives who extended a warm and collaborative welcome.

The visit included a strategic meeting at BSR’s headquarters followed by a comprehensive tour of the Dung Quat refinery.

In his opening address, Mr. Kazutaka Yamato – NSRP General Director expressed appreciation for the opportunity to revisit BSR, stating: “It is a great honor to visit BSR again after nearly 15 years, especially as NSRP’s General Director since July last year. Since our MOU two years ago, we have advanced various collaborative efforts, and I hope today’s meeting will further strengthen our partnership. I truly admire BSR’s SAF initiatives and believe we can learn much from your experience as we navigate industry challenges such as price volatility, energy transition, and rising environmental standards. At NSRP, we remain committed to safety, operational stability, and strategic development, and we look forward to sharing insights on crude procurement, Euro 5 compliance, human resources, and turnaround planning. We look forward to learning from your expertise and expanding our collaboration.”

He also extended an invitation for BSR to visit NSRP in the near future to continue the reciprocal exchange.

Representing BSR, Mr. Bui Ngoc Duong, Chairman of the Board of Directors, warmly welcomed the NSRP delegation and acknowledged their continued efforts in stabilizing operations and enhancing performance.

He remarked, “We warmly welcome the NSRP delegation. Our two companies share a long-standing relationship, now formalized through a strategic MOU. Today’s visit is a valuable step toward closer cooperation, not only in technology, but across many essential areas. We hope to see more frequent and meaningful interactions moving forward.”

Mr. Nguyen Viet Thang – BSR President and CEO added: “Congratulations to NSRP on maintaining high safety standards and operational performance. This exchange fosters mutual understanding and continuous improvement, not just for our companies, but for Vietnam’s entire refining sector.”

The core of the meeting involved in-depth presentations and discussions across seven focus areas: corporate governance models, human resource development, crude basket strategy and procurement, commercial operations, financial and tax management, turnaround planning, site safety and security, and technical exchange. These sessions enabled both teams to exchange insights and identify areas for future synergy.

At the close of the meeting, Mr. Pham Van Chat, NSRP’s Deputy General Director, reflected on the significance of the event: “It is truly meaningful for Vietnam’s key downstream energy producers to come together in this way. The depth of today’s discussions reflects not only our strong partnership but also our shared responsibility to drive innovation and quality in the industry. On behalf of NSRP, I thank BSR for the valuable insights and look forward to future workshops and deeper collaboration.”

The day concluded with a guided tour of BSR’s Dung Quat refinery, located over 30 kilometers from the headquarters. The tour provided the NSRP delegation with an in-depth look at BSR’s state-of-the-art facilities and operational capabilities.

This visit underscored the strategic alignment and mutual commitment of NSRP and BSR to operational excellence, innovation, and sustainable development. As both companies move forward, their collaboration promises to contribute significantly to Vietnam’s energy security and the advancement of the nation’s refining and petrochemical capabilities.
