On the morning of November 15, 2024, Nghi Son Refinery hosted its highly anticipated Large-Scale Emergency Drill, showcasing a commitment to safety and emergency preparedness.
The event drew prominent officials from the Thanh Hoa Provincial People’s Committee, including Mr. Mai Xuan Liem, Vice Chairman and Head of the Provincial Steering Committee for Fire Prevention, alongside key representatives from local law enforcement and various industries.
Among the attendees were Mr. Cao Chi Kien from the Vietnam Oil and Gas Group (PVN) and top executives from Nghi Son Refinery and Petrochemical LLC (NSRP), including Deputy General Director Mr. Pham Van Chat and Mr. Saifuddin Shah Bin Sowkkatali, Manager of Health, Safety, Security, and Environment Division, together with managers of relevant division/departments of the refinery. The drill also included participation from local enterprises such as Nghi Son 1 Thermal Power Plant, Annora Vietnam Footwear Limited, Nghi Son 2 BOT Thermal Power Plant, PTSC Thanh Hoa, and Anh Phat Investment Construction and Trading Corporation.

This drill, part of a proactive strategy outlined in Decision No. 188 by the People’s Committee of Thanh Hoa Province, aimed to enhance fire prevention and emergency response capabilities. Over 180 officers and soldiers participated, supported by nearly 30 firefighting vehicles to manage complex fire scenarios that could exceed local response capacities.
The drill simulated a critical incident: during the inspection of the safety valve on LPG tank No. 154-TK-020, a crane accident led to a valve failure, resulting in a gas leak that ignited due to static electricity. Compounding the situation, a collision involving a tanker driver at the A95 gasoline export area created additional hazards, including trapped individuals and an ensuing fire.
The exercise was structured in two phases. In the first phase, delegates viewed a video presentation detailing the command mechanisms and operational responses to fire emergencies. The second phase featured a live exercise divided into four stages: initial response by grassroots forces, intervention by the Fire Police and Rescue Force, support from local agencies, and the mobilization of the Nghe An Provincial Police to extinguish the fire and investigate the incident.
Vice Chairman of the Provincial People’s Committee, Mai Xuan Liem, commended the Steering Committee for developing a realistic exercise scenario and praised the collaborative spirit demonstrated by all participants. He highlighted that the drill significantly improved the command and coordination capabilities of the Fire Prevention and Rescue Force, contributing to the overall security and socio-economic development of the province.
Mr. Pham Van Chat, Deputy General Director of NSRP, expressed gratitude to local leaders and authorities for their support during the drill. He reaffirmed the company’s commitment to fostering a safe and professional working environment that adheres to fire safety standards.
This large-scale drill not only enhanced the firefighting skills and tactics of the involved forces but also served as a vital opportunity to promote awareness and responsibility regarding fire prevention and rescue efforts among agencies, units, and the community in Thanh Hoa province.
