Nghi Son Refinery and Petrochemical LLC (NSRP) has officially embarked on a strategic collaboration with PetroVietnam Low Pressure Gas Distribution Joint Stock Company (PVGas D), following a high-level visit and the signing of a comprehensive Memorandum of Understanding (MoU) on September 16, 2025. This alliance marks a pivotal step toward enhancing operational excellence at Vietnam’s leading oil refineries, while laying the groundwork for long-term, sustainable growth across the national energy landscape.

The MoU between NSRP and PVGas D was successfully signed, marking a new milestone in cooperation.
The agreement, signed during NSRP’s official visit to PVGas D, reflects a shared commitment to optimizing costs, accelerating the energy transition, and reducing greenhouse gas emissions in alignment with the national development orientation of the oil and gas sector.
The signing ceremony brought together senior leaders from both organizations. Representing NSRP were General Director Mr. Kazutaka Yamato, Deputy General Director Mr. Pham Van Chat, and other senior managers. PVGas D was represented by Chairman of the Board Mr. Le Minh Hai, Director and Board Member Mr. Do Pham Hong Minh, and Mr. Riichi Nitta, Manager of the representative office of Tokyo Gas Asia in Hanoi, along with key leaders from the Board of Directors, Supervisory Board, and affiliated departments.

In his welcome remarks, Mr. Do Pham Hong Minh expressed appreciation for the opportunity to deepen collaboration with NSRP. He acknowledged the challenges both companies have faced in recent years but emphasized their shared determination to identify synergies and unlock mutual value.
He also noted that NSRP stands out as one of the most competitive players in Vietnam’s energy market, while PVGas D, as a subsidiary of PV GAS, plays a vital role in supplying gas to customers nationwide. He expressed confidence that the MoU would pave the way for a commercial contract by the end of the year, while also supporting both companies’ goals of cost optimization and emissions reduction.
Speaking on behalf of NSRP, Mr. Kazutaka Yamato thanked PVGas D for the warm reception and reaffirmed the importance of formalizing the partnership. He highlighted the potential of Liquefied Natural Gas (LNG) as a cleaner, more efficient fuel for refinery operations. Currently, NSRP relies on internal fuel, which, while effective for production, contribute to higher CO₂, NOx, and SO₂ emissions.
Mr. Yamato explained that integrating LNG into the refinery’s energy mix, initially for power and steam generation, and eventually for hydrogen production could significantly improve environmental performance and operational efficiency. He emphasized that this initiative aligns with NSRP’s broader ESG commitments, demonstrating the company’s responsibility to the environment and the communities it serves.
Under the MoU, both companies agreed to pursue key joint initiatives, not only exploring new business opportunities but also sharing expertise on each side.

As part of the two-day working program in Ho Chi Minh City, the NSRP delegation also visited the headquarters of PetroVietnam Fertilizer and Chemicals Corporation (PVECCo) and the Phu My Fertilizer Plant. These visits provided valuable opportunities for experience-sharing and opened new avenues for collaboration across the oil, gas, and petrochemical sectors.
The visit concluded successfully, marking the beginning of a stronger, forward-looking partnership between NSRP and PVGas D as well as PVFCCo. This strategic alliance not only strengthens corporate ties but also sets the stage for innovation, business development, and sustainable growth across Vietnam’s dynamic energy landscape.
