On April 22, 2025, His Excellency Mr. Yousef Al-Sabbagh, the Ambassador of the State of Kuwait to Vietnam, visited the Nghi Son Refinery and Petrochemical LLC (NSRP). It was a historic event that signifies the strengthening of ties between Kuwait and Vietnam.
NSRP proudly hosts the Kuwaiti Ambassador’s first official visit
NSRP, a joint venture with a significant 35.1% investment from Kuwait, stands as a testament to the strong economic partnership between Kuwait and Vietnam. The Ambassador’s visit underscores NSRP’s pivotal role in strengthening bilateral ties, particularly in the strategic energy sector.
Upon arrival, Ambassador Al-Sabbagh was warmly welcomed by NSRP’s Leadership team, including General Director Mr. Kazutaka Yamato, Deputy General Directors Mr. Ahmad Al-saad and Mr. Pham Van Chat, General Manager of Refinery Mr. Le Nguyen Quoc Vinh, and NSRP Division Managers.

On behalf of NSRP Leadership team, General Director Mr. Yamato extended his heartfelt appreciation to the Ambassador Mr. Yousef Al-Sabbagh and Kuwaiti delegation for the visit, emphasizing the strong international partnership between Kuwait, Vietnam, and Japan through the NSRP refinery project.
He highlighted NSRP’s key role in Vietnam’s energy security, economic development in Thanh Hoa Province, and technical achievements, including high operational efficiency and safety. Despite current financial challenges, NSRP remains committed to growth and seeks continued support, especially in securing a stable crude oil supply, to meet the country’s growing energy needs: “As we look to the future, even though we face some difficulties in finance due to the downtrend of the market and significant decline in refinery margins, with strong support and guidance from the Sponsors and Vietnamese Government, we wish to continue optimizing the operation and enhancing the business efficiency and improve our business capabilities.”

Following NSRP General Director Mr. Yamato’s insightful speech, a brief introduction to the company’s structure and business performance in recent years was delivered to H.E. Ambassador Al-Sabbagh. In terms of safety performance, NSRP has achieved an impressive milestone of 19 million hours without a Lost Time Injury (LTI). Operationally, following the successful completion of the Turnaround in 2023, the company has maintained stable and safe operations, with an operating rate consistently exceeding 100%. In 2024, from January through December, NSRP sustained a full-year operating rate of over 110%. This positive trend has continued into 2025, with stable and safe operations maintained from January to March.
The visit included a comprehensive tour of the refinery, led by General Manager Mr. Le Nguyen Quoc Vinh. Ambassador Al-Sabbagh had the opportunity to witness NSRP’s cutting-edge facilities and innovative processes firsthand, including a visit to the central control room (CCB) where the sophisticated systems ensuring operational safety and efficiency were demonstrated.

In the final remark of the visit, Ambassador Al-Sabbagh expressed his pride and honor in visiting NSRP, describing the refinery as a powerful symbol of not only economic partnership but also enduring international friendship founded on mutual trust.
