Inter-Agency Mission Team inspected and monitored dredging and sinking of dredged material activities of NSRP

On July 22nd and 23rd, 2019 at Nghi Son Refinery & Petrochemical LLC, Inter-Agency Mission Team under Decision No. 1613 / QD-BTNMT June 26, 2019 of the Minister of Natural Resources and Environment led by Mr. Le Dai Thang – Deputy Director of Department of Resources Control and Environmental Protection of the sea and islands under Vietnam Administration of Seas and Islands together with representatives of Minister of Natural Resources and Environment, Ministry of Agriculture and Rural Development, Thanh Hoa Environment and Natural Resources Department, Maritime Administration of Thanh Hoa at Nghi Son, Management Board of Nghi Son Economic Zone and Industrial Zones, People’s Committee of Hai Ha Commune visited and inspected the dredging and dumping activities of NSRP.  This is the first inspection after MONRE handed over the dumping sea area to NSRP on 24th April 2019.

NSRP has started dredging work since 25th April 2019 and up to inspection time, total approximately of 1,400,000 m3 (equivalent to 90% of total volume) of dredged material has been dredged and dumped at approved dumping area. During conducting dredging work, NSRP has coordinated with Environmental Monitoring Center of Thanh Hoa Department of Natural Resource and Environment to conduct Environment Monitoring Program which was developed in compliance with approved EIA report and Decision 527/QĐ-BTNMT dated 7th March 2019. All monitoring results are shown within the standard limit.
In addition, NSRP has coordinated with Dredging Contractor (Phu Xuan Company) implemented all requirements in Decision 527/QĐ-BTNMT dated March 7, 2019 on allocation of sea area such as paid fee for using dumping sea area, registered all vehicles/equipment for dredging activities, etc conducting the dredging work

Inter-Agency Mission Team checked dumping activities at permitted dumping area and some environment monitoring points of NSRP.

The representative of NSRP reported to Inter-Agency Mission Team on the dredging activities for additional dredging of the Nghi Son petrochemical refinery port facilities to receive 40,000 DWT vessels at Hai Yen commune and dumping of dredged materials in the sea area of Hai Ha commune, Tinh Gia district, Thanh Hoa province

After checking the documents related to the dredging activities for additional dredging of the Nghi Son petrochemical refinery port facilities to receive 40,000 DWT vessels at Hai Yen commune and conducting inspection at dumping area in the sea area of Hai Ha commune, Tinh Gia district, Thanh Hoa province, Speaking at the conclusion of the inspection, Mr. Le Dai Thang – the leader of Inter-Agency Mission Team praised the achievements of NSRP and Dredging Contractor over the past time, and also requested NSRP to instruct the Contractor to strictly use the facilities and equipment according to the approved documents. In case of using other equipment, it is required to promptly report to the People’s Committee of Thanh Hoa province, Minister of Natural Resources and Environment for consideration. It is recommended that NSRP continue to coordinate with the People’s Committee of Hai Ha commune and related agencies to propagate to local people to understand the dredging and dumping activities of NSRP in order to facilitate the coordination in monitoring, inspection and supervision.
The representative of NSRP thanked and received the comments of Inter-Agency Mission Team and committed to strictly implement the contents under Dumping Permit, Decision on allocation of the sea areas, Decision on approved environmental impact assessment report and to report to competent agencies in a timely manner.
