NOTICE OF PROCUREMENT PLAN- OUTSOURCING SECURITY SERVICE

Nghi Son Refinery & Petrochemical Limited Liability Company (NSRP) intends to procure security services.

Part 1: GENERAL SERVICE REQUIREMENTS

Nghi Son Refinery and Petrochemical Company (NSRP) is located in the Nghi Son Economic Zone, Thanh Hoa, with a designed capacity of 200,000 barrels of crude oil per day. As a modern and fully integrated petrochemical complex, NSRP supplies more than one-third of Vietnam’s petroleum energy needs.

NSRP is a strategic project for both Thanh Hoa province and the national economy. Ensuring safety and security for the refinery’s operations remains a top priority for NSRP and local authorities.

To support its operations, NSRP outsources security services for both onshore and offshore areas, requiring approximately 200 personnel, including indirect staff. The security service is responsible for, but not limited to, the following tasks:

• Controlling personnel, vehicles, equipment, goods, and materials at refinery entry and exit in compliance with NSRP procedures.
• Patrolling and maintaining security within the refinery, ensuring internal traffic safety, and responding to emergencies as per NSRP-approved procedures.
• Operating security control systems, including Closed-circuit television (CCTV), Access Control System (ACS), Intrusion Detection System (IDS), security fences, and other security infrastructure.
• Coordinating with NSRP’s maritime service contractor to deploy security personnel on patrol boats and ensure security across NSRP’s port area, including the jetty, crude oil pipeline, and Single Point Mooring (SPM).
• Assisting NSRP in establishing security coordination agreements with Thanh Hoa Police and Nghi Son Border Guard to safeguard refinery operations.
• Collaborating with local authorities to proactively address security threats such as drones, intrusions, theft, terrorism, and demonstrations.
• Performing other security-related duties as required.
