Responsibilities

Procurement Cost Engineer reports to Team Lead for Category Material, Category Strategy and Learning. The portfolio requires to assist and support the Procurement Section Manager and the Team Lead in all relevant Procurement Life-cycle activities.
Procurement Cost Engineer scope involves primarily the building of market intelligence, cost reduction, cost model development, support development of RFI/RFQ/ITBD, market intelligence to support Procurement Outlook report, develop Procurement Plan and provide support for cost estimation as needed. The position includes translation of risk profile into cost contingency via deterministic and probabilistic methods, the potential effect of market movements over timescale and the complete suite of Total Cost of Ownership that the Company will experience

  • Main tasks:
    – Responsible to control and monitor Procurement Plan status, report, and plan is executed as per Procurement Plan schedule.
    – Provide cost estimation and or verification support as requested for routine run and maintain scope through the Cost Estimation portal.
    – Ensure high level accuracy of cost estimation with clear reasons for the proposed estimation taking into consideration scope, specification, inflationary effect, contingencies, risk, supply chain impact etc.
    – Provide cost controlling and verification support for all procurement which includes variation orders, invoices with issues etc. related to run and maintain scope.
    – Working with Users and Finance Team for concurrence of cost estimation for each of procurement items which will be procured in the coming period including but not limited to Review and/or prepare the proper and sufficient cost estimation of the required services, materials, and equipment for the operation of the Refinery for routine run and maintain scope only.
    – Support Procurement team, and Contract Holders in reviewing and verifying the Quotation/Commercial Proposal and making comment/ recommendation.
    – Support in contract negotiation with preferred bidder/supplier/vendor in the matter of cost.
    – Provide advise as required to the budget coordinator team to resolve budget issues to ensure the delivery/completion of the budget work. This may include cost verification for budgetary quote provided by end user for yearly budget purposes.
    – Attend budget meetings and discussions with the Accounting/Finance and external clients as requested by PSM.
    – Support development of Project contract commercial  template.
    – Gather market intelligence data from a variety of sources to support the development of Procurement Plan, Procurement Outlook, Category and Sourcing strategies.
    – Champion in knowledge transfer and coaching local talents on developing cost estimation and related skills.
    – Develop cost models.
    – Undertake any other ad-hoc duties as required.
Requirements
  • Minimum qualification required: 
    –   University Degree level. Master’s degree is preferred.
    –   Degree in Engineering and/or Business Administration or Economics disciplines, Statistic, Quantity Surveyor.
    –   Candidate with more than 10-years’ experience in managing cost in any field will be considered.
  • Minimum years and experience required:
    –    Degree in Engineering and/or Cost Control related training or equivalent experience.
    –    Technically strong in strategic procurement life-cycle cost estimate and reporting.
    –    Minimum 5 years relevant or similar capacity in and cost estimation the Oil and Gas industry.
    –    Knowledge in strategic procurement/category management will be an advantage.
    –    Competent in Microsoft applications and SAP
    –    Strong experience in building Cost Models and support in the development of contract commercial scope and negotiations strategy.
    –    Experience in sourcing, using, and developing benchmark data.
    –    Commodity Market Trend analysis for Procurement Outlook.
    –    Excellent analytical, oral, and written communication skills
    –    Team player and self-motivated.
  • Skill:
    – Paperwork and reporting skill – able to generate the procurement report, monthly report, update/revise procurement plan, coordinate with relevant divisions to understand business needs and budget plan, support ITB/RFQ preparation as required, provide intelligence for cost optimization and transformation initiatives.
    – Excellent analytical, oral, and written communication skills
    – Develop Market Intelligence, commodity price index and trend based on Business priorities
