Marine Expert

Section 6- Operations Division has responsibility for operation for Tank and Jetty Section including Tank Farm Operation, SPM, Jetty, Track Loading, Sulfur Forming Unit, etc. Marine Expert is responsible for advising The Section 6 to reinforce the NSRP marine management system with the following key objectives:

• To uphold the NSRP marine standards and advise the management of any limiting circumstances in terms of vessel planning based on their nominations to promote efficiency of the systems.
• To assist and ensure that all vessels at both the SPM and Jetty are positively vetted in line with NSRP requirements.
• To ensure all NSRP ship/shore interface operations are conducted in accordance with industry guidance ISGOTT and NSRP HSE requirements.
• To pre-plan the outage and servicing of the SPM and the jetties taking into consideration contingency planning to ensure continuity supply of crude to the refinery and the export/import of products through the jetties.
• To ensure maritime operations including Pilotage, routine maintenance and diving operations associated with the SPM are conducted in as safe a manner as possible and to avoid incidents or failure.
• To ensure maritime operations including Pilotage, routine maintenance and diving operations associated with the four jetties, the Refinery SW Outfall pipeline and the NSRP channel navigation aids, are all conducted in as safe a manner as possible and to avoid incidents or failure.
• To ensure that responsible parties are held accountable in the event of any damage to the SPM, the jetties, the support boat moorings or any of the marine infrastructure.
• To ensure management of the SPM, the jetties and all other marine and service contracts are in accordance with NSRP procedures including quality and budget control.
• To ensure the vessels used to support SPM and Jetty operations are serviceable, maintained and inspected in accordance with the NSRP procedures as per contract.
• To review and evaluate vessel vetting documents.
• To monitor and minimize product losses to ensure operational efficiency and cost optimization.
• To manage service vessels, including fuel consumption and utilization planning.
• To assist the NSRP refinery crisis and emergency response teams on marine related incidents.

Educational Level : University Graduated or equivalent. Master Mariners Certificate of Competency Class 1 (equivalent to a degree). Petroleum Dangerous Cargo Endorsement.

• Work Experience : 10–15 years’ experience in marine operations, including SPM and Jetty management.
• Minimum of 2 years Chief Officer and/or 2 years Master on crude/products oil tankers.
• Strong knowledge of international maritime regulations (ISGOTT, OCIMF, MARPOL, SOLAS).
• Proven expertise in vessel vetting, ship/shore interface, and marine risk management.
• Experience in planning and supervising SPM/Jetty maintenance, pilotage, and diving operations.
• Excellent leadership, advisory, and communication skills with fluent English.
