Budget Controller

Central Engineering Section – Asset Integrity Division is looking for candidates for the position Budget Controller with JD as below:

• Manage budget of Central Engineering Section. Support other Sections with AI as per CE SM instructions.
• Analyze budget gaps, allocate funds, coordinate budget reporting activities, recommend for improvements in the budgeting process.
• Review proposed budget submissions, consolidate into a complete budget version for Managers’ approval.
• Work with Procurement Section get quotation for PR.
• Communicate and coordinate with PIC to prepare document and raise PR.
• Coordinate with PS Section to bid, extend contracts.
• Control contracts, addendum, service order, SOW
• Coordinate with team leaders to prepare budget plan, procurement plan. Prepare what-if (or scenarios) analysis to identify the impact of market fluctuation to Budget and future forecast.
• Make payment documents and submit to accounting to ensure implement to contract and benefit of division and company in general.
• Give comments on contractual documents.
• Effectively communicate the approved budget to concerned parties.
• Review, update and propose enhancements to the budget model.
• Control and verify Budget, transfer Budget, for all expenditure/spending/contract related to CE.
• Provide analysis between budget/actual, propose recommendation for decision making on timely basis.
• Update status budget to leader and Section Manager.
• Attend the training courses which are designed for enhanced competency and capability.
• Prepare weekly/monthly budget report to Section manager.
• Prepare monthly management analysis reports to Section Manager and AI Manager.
• Prepare monthly/ quarterly reports as requested from Accounting/ Finance Department such as accrual expenses, Latest estimation, budget preparation cycle, fund cut off, etc.
• Comply with approved procedures in NSRP.
• Maintain, improve, and develop budget processes, procedures and system, ensure budget policies and procedures are followed, and sufficient controls are in place.
• Control general budget documents.

Educational Level: University graduate from Accounting, Finance or equivalent.

Work experience: Minimum 3 years of experience in Budget Controller in Oil & Gas industry

• Good at the MS Office skill, able to use the office equipment.

• Problem solving skill with logic thinking.
• Good English skills for communication and for business (minimum TOEIC level 550 or equivalent).
