NOTICE OF PROCUREMENT PLAN

FOR FIREFIGHTING AND RESCUE SERVICES

Nghi Son Refinery & Petrochemical Limited Liability Company (NSRP) is planning for procurement of a services package for “Firefighting and Rescue Services” in order to select a suitable contractor for provision of the Services for NSRP. The tentative date of commencement of the Services will be in early May 2019.

NSRP plans to start the above mentioned procurement process very soon. If your company is interested in this procurement package, please respond to all questions in the survey questionnaire and send to the following address by 5.00 PM (Hanoi time) 21 March 2019.

SUMMARY OF SCOPE OF SERVICES

Contractor must provide the firefighting & rescue & haz mat response services (Services) to NSRP including the following:

–       – Firefighting Operations 

–       – Technical Rescue operations 

1. Firefighting Operations

Contractor’s Personnel are responsible to operate the firefighting vehicles specified below, fire station and firefighting equipment which are provided by NSRP to Contractor.

• To operate routinely firefighting vehicles in every shift on the roads (inside or outside of Refinery) to make sure they are always in a good working condition.
•  To operate firefighting vehicles, Fire Station and firefighting equipment in any firefighting/ emergency situation inside the Refinery.
• To operate firefighting vehicles in any firefighting/ emergency situation for nearby plants (if the fire risk assessment allows Contractor to do so without affecting the Refinery) at the official request of the local Fire Prevention and Firefighting Police and approval of NSRP Refinery Management.
• To operate firefighting vehicles and firefighting equipment during drills or training.
• To check the firefighting vehicles on a daily basis and before the routine operation mentioned in the first bullet point and maintain records of the vehicles’ status.
•  To clean and check firefighting vehicles daily, including but not limited to checking oil level, fuel level, coolant level, tire pressure, lights etc. To check firefighting vehicles’ onboard equipment, including but not limited to firefighting equipment, foam level, and water level.
• To log and record firefighting vehicles log book in every shift.
• To organize regularly firefighting and rescue drills. The frequency of drills required is at least one drill per month but could be more than once per week during commissioning phase at various type of facilities, units, participants and locations.
• To operate fire pumps/ foam systems of the fire vehicles or fire equipment during firefighting and mock drills.
• To arrange the Firefighting/ Rescue/ Haz-Mat Exercises. The exercise scenario will be legally mandatory based on the scenarios set out in the NSRP’s Firefighting Plan approved by the Firefighting Police.
• To join in to other emergency drill such as: Oil Spill, Radiation Leak drill, typhoon response drill as mobilize by NSRP.

2. Technical Rescue operations

As per the regulatory requirements of Circular 65/2013/TT-BCA dated 26 November 2013 issued by Ministry of Police, Contractor is required to conduct technical rescue operations which will follow the NSRP Rescue Plan, including but not limited to the following:

•  Confined Space Entry Rescue.
• High Angle/ Low Angle Rescue
•  Trench Rescue
• Vehicle Rescue
• Machinery Rescue
• Structural Collapse Rescue
• Water Rescue
