Approve the list of key projects of Vietnam’s energy industry

On April 2, 2024, Deputy Prime Minister Tran Hong Ha signed Decision 270/QD-TTg approving the list of important national and key programs, works and projects in the energy sector after the Implementation plan of Power Plan VIII was issued.

The list of national key energy projects includes:

1. Quang Trach 1 Thermal Power Plant.

2. Quang Trach 2 LNG Thermal Power Plant.

3. Hoa Binh Hydropower Plant (expansion).

4. Ialy hydropower plant (expansion).

5. Tri An Hydropower Plant (expansion).

6. Bac Ai Pumped Storage Hydroelectric Power Plant.

7. Long Phu 1 Thermal Power Plant.

8. Nhon Trach 3 and Nhon Trach 4 Thermal Power Plants.

9. Hiep Phuoc LNG Thermal Power Plant (phase 1).

10. Long An LNG Thermal Power Plant 1.

11. Long An 2 LNG Thermal Power Plant.

12. Phuoc Hoa Pumped Storage Hydropower Plant.

Besides the 12 power source projects mentioned above, there are a series of gas and electricity projects:

1. Block B – O Mon gas and power project chain.

2. Ca Voi Xanh gas and power project chain.

3. LNG Son My gas and power project chain.

The list also includes LNG warehouse projects and power plants using LNG as fuel in Quang Ninh, Thai Binh, Nghi Son, Hai Lang (phase 1), Ca Na, and Bac Lieu.

Regarding power grid projects include:

– Projects linking the North-Central power grid, enhancing transmission capacity and providing electricity to large load areas (15 projects).

– Synchronized power grid projects and capacity release of power source projects (6 projects).

– Power grid projects to relieve the capacity of northern hydroelectric plants and increase electricity purchases from China (4 projects).

– Power grid projects serving electricity purchases from Laos (3 projects).

Petrochemical projects include the project to upgrade and expand Dung Quat Oil Refinery and Southern Petrochemical Complex (Long Son).

In addition, the list also includes the following programs and projects:

1. National program on economical and efficient use of energy for the period 2019 – 2030.

2. Power supply program for rural, mountainous and island areas for the period 2021 – 2025.

3. Pilot project to develop offshore wind power.

In the Approval Decision, the Government also noted that during the implementation process (if amendments or supplements are needed), the Ministry of Industry and Trade will review and synthesize opinions, and propose adjustments and supplements to the list by actual requirements, submit to the Prime Minister for consideration and decision.
