On November 3^rd, 2022, in compliance with Decree 136/2021/ND-CP’s legal requirement to conduct an annual Firefighting Emergency Drill, NSRP Fire Fighting Section of HSSE Division, in coordination with the Fire and Rescue Police Department of Thanh Hoa Public Security (THFRPD), successfully conducted the annual Large-Scale Emergency Drill to strengthen the firefighting skills and tactics as well as the commanding and co-operating capabilities between forces in emergency response at Nghi Son Refinery.

Furthermore, this drill aimed to assess the communication protocol among relevant parties; to assess the emergency response actions of the Emergency Response Team; to assess the commanding and co-operating capabilities of the Emergency Management Team, and to increase the coordination effectiveness among internal and external forces in emergency response at Nghi Son Refinery.

This was an important emergency drill that required the mobilization of all participating parties, including the Emergency Management Team, the Emergency Response Team, equipment and vehicles. The drill witnessed the presence of NSRP’s DGD cum GMR Mr. Le Nguyen Quoc Vinh, representatives of the HSSE Division, Operation Division, Technical Division, Maintenance Division, Warehouse Section, Production Planning Section, Administration Department, and other contractors with different specialized types of equipment, such as fire trucks, portable radios, and ambulances.

Besides, the drill has witnessed and participated the presence of Thanh Hoa Industry and Trade Department, Mr. Le Van Hoan, Deputy Head of Technical and Environment Division; Thanh Hoa Fire and Rescue Police Department, Mr. Le Manh Ha – Team Leader of Nghi Son Fire and Rescue Police Zone 2 and Mr. Nguyen Van Quang – Team Leader of Thanh Hoa Fire and Rescue Police Department of Thanh Hoa Public Security.

The drill was conducted based on a pre-set scenario of which while the Lead Field Operator and Field Operator started carrying out site checking at the Alkylate Gasoline Tank at Unit 153 as routine task, they found that the fire occurred on rim seal of the tank due to lightning strike that caused electrical discharge onto the floating roof of the tank 153-TK-015. The Field Operator immediately activated the nearest manual call point #153-HZS-9006 and the Lead Field Operator informed SSV and all shift members. In this situation, the Firefighting Team used finished firefighting foam by the Fire Trucks, Ladder Truck to provide foam blanket to suppress the fire and cool down the adjacent areas with the other firewater monitors.

After roll call, the Emergency Warden report that there were 04 people missing. After a few minutes, the Rescue Team found 02 persons who had broken legs and handed them over to the Medical Team. The other 02 unconscious persons were found and immediately transferred to Hop Luc Hospital.

Right after that, 03 Fire Trucks from the Fire and Rescue Police Department of Thanh Hoa Public Security were escorted to the incident location. Immediately, Duty Shift Leader reported the incident situation and handed over the On-Scene commander to Team Leader of Thanh Hoa Fire and Rescue Police Department.

Thanks to timely and promptly direction and instruction of the Emergency Management Team and the Thanh Hoa Fire and Rescue Police Department as well as smooth coordination among all relevant parties and individual, the incident at the Alkylate Gasoline Tank 153-TK-015 was successfully extinguished.
