Conformity certification to National Technical Regulation (QCVN) is the mandatory requirement for releasing Group 2 products including gasoline, diesel oil, and LPG in the domestic market, in compliance with the Law on Product Quality and the Law on Technical Standards and Regulations.

All Group 2 products of NSRP including gasoline, diesel oil, and LPG have been certified to conform to the QCVN 1:2015/BKHCN. Later, in January 2023, the new QCVN 1:2022/BKHCN was released and took effect since February 1, 2023.

In the roadmap for applying the aforesaid QCVN 1:2022/BKHCN regulated in the Circular No. 16/2022/TT-BKHCN, all gasoline, diesel oil, and LPG products shall be certified of conformity to the QCVN 1:2022/BKHCN before being released to the domestic market by June 15, 2023.

QUATEST 1 – the designated certification body by STAMEQ was selected to evaluate the entire production process of the refinery, including all departments involved in the production of registered products before granting the qualified certification for NSRP according to the requirements of the standard ISO 9001:2015.

The Lab & QA Section of Technical Division, who directly worked with QUATEST 1, has proactively coordinated with relevant departments to closely control the quality of the certification-registered products while follow the certification roadmap specified in Circular 28/2012/TT-BKHCN to prepare necessary conditions and documents for the registration of conformity certification according to Scheme No. 5.

Accordingly, the recertification assessment was carried out from 31 May to 02 June. During the assessment process, the QUATEST 1 auditors and technical experts evaluated all departments related to the production process of Group 2 products including Technical Division, Operations Division and Refinery Planning Section.

Under the instruction of the Managers, all departments have prepared and implemented the evaluation process according to the certification plan. The QA Team has supported the departments in receiving comments from the auditors, consolidating feedback records and sending the corrective action report to the auditors.

On June 02, 2023, the closing meeting between related parties took place at the end of the 4-day assessment. Thanks to the activeness of QA team and well preparation of related departments, NSRP has proved the stability of the production process to ensure sufficient capacity to declare its eligibility of conformity to the technical regulation QCVN 1:2022/BKHCN and respective TCVN.

Accordingly, QUATEST 1 concluded the evaluation report with the following comments:​​​​​​​​​​​​​​

• NSRP’s Document Management System has demonstrated compliance with the evaluation requirements of standards and technical regulations.
• NSRP has demonstrated the establishment and setting of goals to be achieved and controlling their implementation. NSRP has demonstrated the effectiveness of implementing and maintaining a Quality Management System (QMS).
• Through the assessment process, the NSRP QMS has proven its compliance with the requirements of standards and technical regulations.
• NSRP had noted all opportunities for improvement recommended during the assessment. At the same time, the test results of all representative samples applying for certification have met the requirements of the registered standards and technical regulations.

On June 08, 2023, QUATEST 1 sent Official Letter No. 808 informing the decision to grant certificates of conformity to standards and technical regulations for NSRP products according to Scheme No.5.

Under the validity of the certificate, NSRP is eligible and entitled to declare conformity on the Certificate of Quality (COQ) for products manufactured by NSRP and to be released in domestic market.

The LPG product has been certified conformity with specification of Mix Propane and Butane in QCVN 08:2019/BKHCN.

The Gasoline products included RON 92 Level 2 – Euro 2, RON 95 Level 3 – Euro 3 and Level 4 have been certified conformity with QCVN 01:2022/BKHCN and respective National Standard.

The diesel products included Diesel Level 3 – Euro 3, Diesel Level 4 – Euro 4 have been certified with QCVN 01:2022/BKHCN and respective National Standard.

Especially, the 1^st lot of Premium Diesel products with sulfur content less than 10ppm has been certified conformity with Level 5 in QCVN 1:2022/BKHCN. NSRP is proud to be the first manufacture in VietNam to successfully produce and certify this premium product.

On June 15, 2023, NSRP received an official notice from the Department of Standards, Metrology and Quality of Thanh Hoa No. 4 to 14/ TB-TDC about the receipt of documents for declaration of conformity to standards and technical regulations. This notice is undoubtedly an acknowledgement of NSRP’s commitment to the suitability of its manufactured, traded, and stored products.
