In the afternoon of December 22, Nghi Son Refinery and Petrochemical LLC. (NSRP), in collaboration with the Fire and Rescue Police Division of Thanh Hoa Provincial Public Security, organized the Large-Scale Emergency Drill 2023 at Nghi Son Refinery.

Simulation: At about 15:00 on December 22, 2023, at the Poly Propylene Production Unit (Location of 061-V-302) of Nghi Son Refinery, there was a Propylene gas leak. It was then ignited by an external heat source, leading to a large fire and many injuries. After discovering the leak and fire, Operations Section 4 conducted an emergency shutdown of the unit. However, due to some faults of the control valves, Vessel 061-V-302 was not completely isolated, leading to the wide-spread of the fire and going beyond control of Specialized Firefighting Team.

As soon as the fire was detected, NSRP Specialized Firefighting Team quickly alarmed, evacuated people then implemented the fire & rescue activities. The fire was at risk of spreading rapidly, covering the entire area of ​​the Refinery, causing difficulties for fire & rescue activities as well as endangering forces and vehicles during the fire and rescue process. After that, NSRP Emergency Management Team requested the support from Fire and Rescue Police Division of Thanh Hoa Provincial Public Security.

Receiving the information from NSRP, Fire and Rescue Police Division of Thanh Hoa Provincial Public Security mobilized 3 fire trucks and 01 rescue truck, and 01 ambulance to quickly arrive at the scene to support on fire & rescue activities.

After nearly 1 hour, under the command of Fire and Rescue Police Division of Thanh Hoa Provincial Public Security in fire & rescue activities along with the support of Specialized Firefighting Team and Operation Section 4 in isolation activity. The fire has been completely extinguished, the victims have been also rescued and taken to Hop Luc Hospital for treatment.

This Large-scale Emergency Drill has contributed to raising awareness and skills in fire prevention, firefighting, search and rescue when fire, explosion, accident, or incident situations occur at the Refineries, specifically Nghi Son Refinery this time. In addition, the Drill would help to strengthen the firefighting skills and tactics, the commanding and co-operating capabilities between forces on emergency response at Nghi Son Refinery and Petrochemical Refinery.

Last but not least, the annual Large-scale Emergency Drill would help improve the readiness to respond and effective coordination between the Fire and Rescue Police, other forces participating in emergency response according to the motto “4 on the spot”.
