Subject: Request for Quotation – NSRP’s Purchase of LPG for Oct and Nov Delivery

Dear Sirs and Madams,

Nghi Son Refinery and Petrochemical LLC (NSRP) is pleased to invite you to participate in the tender for the purchase of LPG for Oct and Nov delivery. We kindly request you to submit your best offer in writing to our designated tender email address. Please ensure that all information related to this tender is treated as strictly private and confidential. RFQ Details as below table and attached.

Quantity & Tolerance:	Cargo 1: 1,700 MT, delivery window 15 – 20 Oct 2026 Cargo 2: 1,700 MT, delivery window 05 – 10 Nov 2026
Cargo Size	1,700 tons ± 5% at operation tolerance
Nominated vessel	The supplier must nominate vessel(s) for product delivery according to the proposed lifting plan and provide the English versions of the Q88 and SIRE report, in line with the Buyer’s vetting procedure. Vessel size: up to 2,999 DWT. Vessel size: LOA 68-95 m; DWT 1,000-3,000 MT; Max draft at J2B/3: 7.5 m. Loading arm: 6″ ANSI 300; Vapor arm: 4″ ANSI 150. Latest Q88 to be submitted to NSRP. Valid SIRE report required. Pre-berthing inspection required for first-time callers to NSRP Terminal or vessels that have not called within the last 12 months.

Pricing:	CP Saudi Aramco Contract Price + Premium (USD/MT) In which: CP (Saudi Aramco Contract Price) = 50% of price of Butane + 50% of price of Propane Price of butane and propane in USD means the average of monthly quotations for Saudi Aramco Contract Price for propane and butane published by Saudi Aramco for the Loading month.
Payment terms:	Payment will be made in USD via telegraphic transfer, 60 days after the Bill of Lading (B/L) date (B/L date as Day Zero). Sellers may propose alternative payment terms at their discretion; however, B/L + 60 will be standard for calculation and remains the buyer’s preferred option and longer will be given priority.

Laytime	60 hrs SHINC at Discharge Port
Discharge port:	NSRP Port, Thanh Hoa, Vietnam
Certificate of Origin	To be provided upon Buyer’s request
Invoicing Quantity:	Bill of Loading Quantity at Load Port
Inspection:	To be mutual agreement and 100% inspection fee at Loading and Discharging Port at Seller Account
Law and Arbitration:	English law, arbitration in Singapore administered by the Singapore International Arbitration Centre (SIAC) in accordance with the Arbitration Rules of SIAC.
Business partner form	Please include the following documents with your offer: Appendix 2 & 3: Business Partner Forms (required under NSRP’s AML/CFT compliance program) Appendix 4: Additional due diligence documents (if applicable)
Offer Validity Period	Offers must remain valid until 15 Oct 2026

No late offers will be accepted regardless of the length of the delay.
Passwords must be received within 30 minutes after the bid submission deadline.
Each submitted offer package must have password, otherwise the offer is invalid.
Both offer and password deadlines shall be treated as mandatory requirements.
Sellers are requested to strictly adhere to the above schedule.
