Nghi Son Refinery & Petrochemical Limited Liability Company (NSRP) is planning for purchasing of a package for “500KG-Jumbo Bag” in order to select a suitable contractor for provision of the Goods & Services for NSRP.

NSRP plans to start the above mentioned purchasing process very soon. If your company is interested in this purchasing package, please respond to all questions in the questionnaire attached in Attachment 01 and send to the following address by 5.00 PM (Hanoi time) on 1 April 2019

ATTACHMENT 1. SCOPE OF SUPPLY OF 500KG JUMBO BAG

1. General Information

Nghi Son Refinery and Petrochemical Limited Liability Company (“NSRP” or “PURCHASER”) is a joint venture company established by Vietnam Oil and Gas Group (“PVN”), Kuwait Petroleum Europe B.V. (“KPE”), Idemitsu Kosan Co. Ltd. (“IKC”) and Mitsui Chemicals, Inc.(“MCI”) to develop a refinery & petrochemical complex in Nghi Son Economic Zone, Thanh Hoa Province, Vietnam (the Refinery).

NSRP plans to buy 500kg Jumbo-Bag (hereinafter called the GOODS). Below is our Scope of Supply for procurement of the GOODS (the Supply). It consists of two (2) main parts, the “Schedule” and “Requirements” and one (1) Annex attached hereto:

–       The Annex No. 1 is the GOODS Specification.

2. Schedule

NSRP estimates the Supply schedule as follows:

2.1.       Delivery time

The estimated delivery time is April 2019. Due to the large volume of the Supply, cargo split into several lots is acceptable. However, the delivery time of each lot must be accepted by NSRP in advance.

The minimum time between the NSRP’s official order and the delivery date (The Order Lead Time) will be negotiated between NSRP and the SELLER but shall not be more than fourteen (14) calendar days.

3. Requirements

The SELLER is requested to accept NSRP’s following basic conditions which will be included in the contract to be signed between NSRP and SELLER as follows:

3.1.       Quality and SELLER’s Guarantee

The SELLER has to guarantee that the GOODS shall meet the specifications set out in Annex No.1.

An acceptance check shall be implemented to check product quality when the GOODS are delivered to NSRP site. NSRP will have the right to reject the GOODS which is out of specifications and requirements at delivery time and also after delivery time.

The GOODS shall be delivered on DDP terms at NSRP Refinery Site, Thanh Hoa Province, Vietnam.

DDP terms meaning is understood as per Incoterms 2010.

3.4.       Flexibility

Due to tight schedule of commissioning, there may be some unexpected delays in refinery start-up. In this case, the delivery timing of all imported products for commissioning including the GOODS must be re-scheduled (to be delayed).

Because of this reason, the SELLER is requested to have flexibility in re-arranging the delivery time.
