NOTICE OF PROCUREMENT PLAN FOR PROCUREMENT OF CALM BOUY REPLACEMENT SERVICE

Nghi Son Refinery & Petrochemical Limited Liability Company (NSRP) is planning for the procurement of Calm Bouy Replacement Service

Project Introduction
NSRP operates a refinery and petrochemical complex with a crude oil processing capacity of 200,000 BPD, utilizing an offshore Single Point Mooring (SPM) system for crude oil import.
The existing SPM system comprises a CALM Buoy, PLEM, mooring system, hose system, hydraulic control system, telemetry, and navigation aids, capable of handling tankers up to 320,000 DWT.
As part of NSRP’s asset reliability and operational continuity program, the existing CALM Buoy will be replaced with a new unit designed to be fully compatible with the current SPM infrastructure.
The replacement project is planned for execution during NSRP Turnaround 2 (TA2) and requires safe, efficient, and timely offshore implementation.
This tender package covers all activities necessary to receive, transport, remove the existing CALM Buoy, install and integrate the new CALM Buoy, perform testing and commissioning, obtain statutory approvals, and hand over the completed system to NSRP.

General Scope of Work
Provide project management, engineering support, and technical coordination for offshore replacement of the existing CALM Buoy.
Monitor and coordinate fabrication progress under the separate Equipment Supply (EP) Contract to ensure readiness for installation within the approved project schedule.
Receive the new CALM Buoy at the designated delivery point and execute all logistics, transportation, preservation, and marine operations required for offshore delivery.
Safely remove the existing CALM Buoy and associated systems, including hoses, mooring components, hydraulic, telemetry, and fiber optic systems.
Install and integrate the new CALM Buoy with the existing SPM facilities, including mooring, hose systems, hydraulic controls, telemetry, navigation aids, and communication systems.
Perform all pre-commissioning and commissioning activities, including inspection, testing, system integration, functional verification, and performance validation.
Obtain all required certifications, statutory approvals, and acceptance documents from relevant authorities and classification bodies.
Complete project handover, submit final documentation, and provide warranty support in accordance with contract requirements.
