PRE-QUALIFICATION QUESTIONAIRE FOR SELECTION THE LONG LIST BIDDER OF “DREDGING CONSULTANCY AND MAINTENANCE DREDGING EXECUTION SERVICES” PACKAGE
Nghi Son Refinery & Petrochemical Limited Liability Company (NSRP) is planning for the procurement of Dredging Consultancy and Maintenance Dredging Execution Services.

General Scope of Work
1.1 Consultant Services
The Contractor shall:
Conduct a comprehensive feasibility study for maintenance dredging, covering technical, environmental, regulatory, and economic aspects in compliance with applicable standards and regulations.
Propose the most suitable dredging execution and disposal methodology and obtain NSRP’s review and approval.
Perform regulatory reviews and identify all permits, licenses, and approvals required from relevant authorities.
Prepare, submit, and support the approval of all required application dossiers, including environmental and disposal permits, if applicable.
Liaise with relevant government authorities and stakeholders to secure timely approvals.
Provide technical consultancy to NSRP on dredging methodology, environmental protection measures, and risk mitigation.
Develop the Dredging Management Plan (DMP) and relevant HSSE plans in accordance with regulatory and NSRP requirements.
Prepare detailed engineering design, construction documents, and associated HSSE documentation for NSRP’s review and approval.
2.2 Dredging Execution
a) Preparation of the Works
The Contractor shall:
Obtain all necessary permits, licenses, and statutory approvals required for commencement of the maintenance dredging works.
Prepare and submit all required HSSE plans, procedures, method statements, quality control documents, and inspection plans in compliance with applicable laws and NSRP’s requirements.
Ensure full readiness for execution in accordance with approved engineering documents, regulatory conditions, and project requirements.
b) Maintenance Dredging Execution
The Contractor shall:
Execute the maintenance dredging works in accordance with approved engineering documents, environmental approvals, and applicable regulations.
Implement appropriate environmental protection, safety, and quality control measures throughout the execution period.
The upcoming dredging scope is estimated at approximately 2.8 million m³.
c) Notice to Mariners
The Contractor shall:
Prepare and submit, on behalf of NSRP, all required application dossiers to the competent authorities for issuance of the Notice to Mariners upon completion of the dredging works.
Obtain the Notice to Mariners under NSRP’s name from the relevant authorities.
