Nghi Son Refinery & Petrochemical Limited Liability Company (NSRP) is planning for the procurement of EPCC for MOC-REPLACE SDO-0824 BY SDOL-0424 IN SIS SYSTEM.

1. Project introduction
The NSRP Safety Instrumented System (SIS) is designed to perform Safety Instrumented Functions (SIFs), including plant or unit shutdown, depressurization, equipment protection, and equipment isolation during abnormal or hazardous conditions. The SIS is designed as an independent, fail-safe, and fault-tolerant system using high-reliability and high-availability hardware. Based on the Honeywell Safety Manager platform, the system is developed in accordance with IEC 61508 and is TÜV-certified for SIL 1 to SIL 3 applications.
There are some UZV valves that installed 2 solenoids (with voting 2oo2) to increase reliability and SIL of the SIF loop. The Valve open/close commands are provided by the SIS Safety through Digital Output module (SDO-0824), which does not include output line monitoring.
Since the SDO-0824 module does not have a line monitoring function, it can’t detect leakage or open-circuit failures. If a solenoid has already failed, the system will be unable to detect it.
To address this limitation and increase reliability of the SIF, NSRP wants to replace the existing SDO-0824 modules with SDOL-0424 modules that support output line monitoring. This enhancement will enable the detection of open-circuit and short-circuit conditions in the solenoid valves, allowing proactive maintenance planning and reducing the risk of nuisance trips.
2. General Scope of Work
The project scope includes Engineering, Procurement, Installation, and Commissioning services, including:
3. General / key requirements for Contractor capability (questionnaires)
(1) Does your company have valid business registration and legal eligibility to perform works in electrical, instrument, analyzer or control system field in Viet Nam?
Please provide a valid Business Registration Certificate (name, address, registration no.) and confirm that your licensed business scope includes construction. Indicate years of operation in oil & gas and local entity (if foreign).
Evidence to attach: Business Registration (PDF), relevant licenses/permits, company profile.
(2) Does your company have experience in executing engineering design for instruments, analyzers or controls systems?
Provide at least three (3) similar projects within the last ten years involving instruments, analyzers or controls systems. Confirm experience in developing WBS/schedules, calculation packages, and as-built updates.
Evidence to attach: Contracts, project sheets, sample delivery list (e.g., Table of Contents for calcs/drawings), approval or acceptance certificates.
(3) Does your company have demonstrated experience in performing procurement and construction activities during refinery Turnaround (TA) periods, particularly under tight ROS schedules and multi-interface coordination conditions, for projects in Petrochemical, Thermal Power, Coal Power, Gas Power, Chemical, Fertilizer, Paper Plants?
Provide details of at least two (2) TA projects including scope, schedule performance (baseline vs. actual), expediting strategy, and resources used (electrical, instrument, analyzers or control system). Confirm compliance with local regulations.
Evidence to attach: Contracts, completion certifications, acceptance certificates.
(4) Does your company hold valid ISO certifications and management systems applicable to this project?
Confirm current certifications: ISO 9001 (Quality), ISO 45001 (OH&S). Describe how your HSE framework aligns with IMCA/OPITO/OSHA standards or equivalent recognized international standards (such as DNV, STCW, ISO 45001, NEBOSH), including training matrix safety management, emergency response plan. (As per MD-04-HSE-HS-PD-043 Rev.04 Electrical Safety Procedure, the vendor shall prepare PTW, LOTO, task supervisor, safe work method statement, Job safety and operational impact analysis,…).

(5) Does your company have experience of the Safety Manager system and obtain permits/approvals from Honeywell authorities for the works?
