SURVEY QUESTIONNAIRE – FOR ENGINEERING, PROCUREMENT, CONSTRUCTION, PRE-COMMISSIONING AND COMMISSIONING FOR NSRP ADMINISTRATION OFFICE BUILDING 2

Subject: Survey Questionnaires for Engineering, Procurement, Construction, Pre-commissioning and Commissioning for NRP Administration Office Building 2

PURPOSE:

To determine the long list of bidders for bidding package “Engineering, Procurement, Construction, Pre-commissioning and Commissioning for NRP Administration Office Building 2in accordance with NSRP Procurement Procedure, the Pre-Q Questionnaire are developed as below.

Nghi Son Refinery & Petrochemical Limited Liability Company (NSRP) is planning for the procurement of Engineering, Procurement, Construction, Pre-commissioning and Commissioning for NRP Administration Office Building 2 (the Services) in order to select a suitable Contractor for provision of those Services for NSRP. The tentative dates of starting the Services will be in March 2026

2. General Scope of Work

The EPC project shall consist of main facilities to satisfy its operation purpose as the scope of work is divided as below:

[1] Administration Office Building 2 (AOB-2): Located near the existing Maintenance Office Building within the NSRP site.

Functional areas include office spaces, storage, meeting/training rooms, manager rooms, break rooms, toilets, technical areas (electrical, HVAC, server rooms), and common areas.

Architectural design emphasizes durability, modernity, and energy efficiency, using pre-engineered steel structures, insulated walls, and roofs.

[2] Landscape: Landscaping covers approximately 3,000 m², enhancing the building’s architectural value and creating green spaces. Includes trees, flower beds, decorative lighting, and drainage systems integrated with NSRP’s overall network.

[3] Administration Outdoor Shelter: approximately 700 m² area with a corrugated roof supported by steel structures. Designed to withstand local weather conditions and equipped with lighting and ventilation.

[4] Parking Area: Near the main entrance with 10 parking lots, each 5.5m x 2.5m. Includes fire safety signage, proper drainage, lighting, and fire extinguisher boxes.

[5] Roads: Concrete paving connects the building to existing roads, ensuring optimal operation and drainage.

[6] Master Key System: Includes Building Group Master Key, Building Master Key, and individual room keys for secure access.

[7] Piping:Includes firewater systems, potable water systems, sanitary wastewater systems, and stormwater drainage systems.

Fire water system integrated with NSRP’s existing fire water ring.

Drainage systems are designed for sanitary wastewater, clean stormwater, and building plumbing.

[8] Electrical Systems:

Power supply includes Transformers, distribution panels (including 6.6kV and 0.4 kV), distribution Boards and emergency backup systems. Lighting and small power systems use LED luminaries and IP-rated fixtures for indoor and outdoor areas. Earthing and lightning protection systems ensure safety and compliance with project specifications.

[9] HVAC Systems: Designed for continuous operation, maintaining building pressurization and appropriate working environments.

Includes fresh air treatment, round flow air conditioners, and centrifugal fans for exhaust.

Local control panels for system monitoring and integration with fire and gas detection systems.

[10] Telecommunication Systems: Integrated systems for PAGA, telephone, security (CCTV, access control), LAN. Redundant connections to existing NSRP infrastructure.

[11] Firefighting and Fire Alarm Systems:

Addressable fire alarm system with graphic display for quick fire detection and response.

FM200 fire suppression system for electrical, HVAC, and rack rooms.

Firefighting equipment includes indoor fire cabinets, outdoor hydrants, sprinkler systems, and portable fire extinguishers.

[12] Instrumentation: Includes transmitters (Level transmitters, Gas detector, Manual Call points, etc.), interfaces with NSRP’s existing Distributed Control System (DCS) and Fire and Gas System (FGS).

[13] Interior: Contractor is responsible for fixed interior and furniture procurement and installation, excluding movable furniture, which is NSRP’s responsibility. All other internal/external elements connected to the building are the contractor’s responsibility.

3. Questionnaires

(1) Have you ever performed the EPC service (or part of the EPC service, i.e. E or P or C) which involved the design, procurement, installation, pre-commissioning and commissioning for similar scopes in Industrial Plant? Y/N

If yes, please provide the details and evidence.

(2) Have you had experience in obtaining permits from Government Authority: List of executed contracts for similar work (include obtaining Firefighting approval, Construction permit)? Y/N

If yes, please provide the details and evidence (Subcontractor experience can be accepted).

(3) Does your company (including Consortium member, but not Subcontractor) have Business License/Enterprise Registration Certificate which includes the work to be performed as set out in the Scope of Work (Engineering, procurement, construction, commissioning service)? Y/N

If yes, please provide the details and evidence.

(4) Are you interested in providing this EPC service on your own / or with other partners as a consortium? If yes, Bidder shall submit the Memorandum of Understanding (MOU) or agreement in case of a consortium or sub-contract

If you are consortium, please provide the proposed split scopes (Parties involved, Responsibilities of Each Party, Scope of Collaboration), and qualification profile of your partners.

If you are subcontracting, please provide scopes and qualification profile of your subcontractors.
