Subject: Survey Questionnaires for Provision of Corrosion Protective Coating Service

PURPOSE:

To determine the long list of bidders for bidding package “Corrosion Protective Coating Service” in accordance with NSRP Procurement Procedure, the Pre-Q Questionnaire are developed as below.

Nghi Son Refinery & Petrochemical Limited Liability Company (NSRP) is planning for the procurement of Corrosion Protective Coating Service (the Services) in order to select a suitable Contractor for provision of those Services for NSRP. The tentative dates of starting the Services will be in March 2026

If your company is interested in this procurement package, please respond to all the questions in the questionnaire in Part 2 – Survey Questionnaire and send through email thach.cd@nsrp.com.vn. The email must reach the email address above no later than 05^th Feb 2026. The response submitted via email must be clearly marked with the following title:

2. QUESTIONNAIRES

1. Experience and Execution Capability:

• Please provide the number of years your company has experience in corrosion prevention service.
• Please provide at least one (01) reference project for external corrosion prevention ≥ 5,000 m² completed within the last 5 years (Scope, System, Duration, Client).
• Please provide the references for largest similar project completed (m²).
• Please provide the references to demonstrate your experience working in:
  • On-stream operating area.
  • Shutdown / short schedule.
• Please provide the references to demonstrate your experience for surface preparation and Coating systems previously applied (For each method, the Contractor shall provide project references and scope of work for verification).
  • Dry blasting Sa 2 / Sa 2.5
  • Wet blasting
  •  Power tool cleaning St 3
  • Surface cleaning (chloride removal)
  • Epoxy / PU / Zinc-rich
  • Heat-resistant coating
  • CUI coating systems (if applicable)

2. Do you have validated Quality Management Certification ISO 9001?

3. Do you have qualified personnel for the performance of the service which includes but is not limited to the following positions?

3.1 Certified Coating Inspector
+ The contractor shall have at least one (01) Certified Coating Inspector holding NACE Level 2 or 3 or FROSIO Level 3 certification.
+ Relevant certificate and CV shall be submitted together with the proposal.

3.2 Supervisor / Painter / Blaster Experience
+ Supervisor, Painter and Blaster personnel shall have proven experience in industrial painting/blasting works.
+ Relevant training certificates and CVs shall be submitted for verification.

4. Does your company provide equipment to perform the service which includes but is not limited to the following equipment?
