Subject: EPCC of Fire Detection System for STG Project
PURPOSE:
To determine the long list of bidders for bidding package “EPCC of Fire Detection System for STG Project” in accordance with NSRP Procurement Procedure, the Pre-Q Questionnaire are developed as below.
“Nghi Son Refinery & Petrochemical Limited Liability Company (NSRP) is planning for the procurement of EPCC of Fire Detection System for STG Project (the Services) in order to select a suitable Contractor for provision of those Services for NSRP. The tentative dates of starting the Services will be in June 2026

Brief scope of work
Nghi Son Refinery & Petrochemical LLC (NSRP) plans to implement a Fire Detection System (FDS) for five (05) Steam Turbine Generator (STG) enclosures (~41.4 MW each). The STGs operate in high‑temperature, enclosed environments with combustible lube/control oil systems. The objective is early fire detection inside STG enclosures and alarm signal integration to the existing Fire & Gas System (FGS).
The Contractor shall be fully responsible for:
- Project management and coordination
- Concept and detailed engineering of the Fire Detection System
- Supply of certified fire detection equipment and materials
- Installation inside operating plant under SIMOPS conditions
- Signal integration with existing FGS (alarm only)
- Testing, commissioning, and Site Acceptance Test (SAT)
- PCCC dossier preparation and authority approval
Exclusions:
- No trip, shutdown, or interlock logic
- No modification or upgrade of existing FGS hardware or architecture

2. Experience and Technical Capabilities
- Does your company, consortium partner, or parent company have experience executing EPC projects (equal or greater than USD 250.000) within the past 10 years with similar nature (implementation of Fire Detection Systems for industrial facilities) as described in the Brief scope of work?

- Does your company, consortium partner, or parent company have experience in integrating fire detection signals with existing Fire & Gas Systems (FGS), DCS, or SIS, including Cause & Effect logic implementation (alarm only)?

- Does your company, consortium partner, or parent company have experience in preparing documentation and obtaining approval from Vietnam Fire Prevention & Fighting (PCCC) authorities?

4. Quality Assurance and Quality Control (QA/QC)
