Nghi Son Refinery & Petrochemical Limited Liability Company (NSRP) is planning for procurement of a services package for “Scaffolding services” in order to select a suitable contractor for provision of the Services for NSRP. 

NSRP plans to start the above mentioned procurement process very soon. If your company is interested in this procurement package, please respond to all questions in the questionnaire attached in Attachment 2 and send to the following address by 5.00 PM (Hanoi time) 25 March 2019.

ATTACHMENT 1: SUMMARY OF SCOPE OF SERVICES

GENERAL

The purpose of this document is to describe the general requirement for Frame Contract of Scaffolding Service for NGHI SON REFINERY AND PETROCHEMICAL LLC (NSRP). During normal operation periods, NSRP has to manage the assets and maintain stable operation to obtain the business goals and objectives. As a proactive plan, this SCOPE OF SERVICE defines the materials and manpower that are required from the Contractor in order to perform all scaffolding work in accordance with plan and schedule.

SCOPE OF SERVICE

Contractor has to store their material nearby or inside NSRP’s site at Nghi Son Economic Zone, Tinh Gia District, Thanh Hoa Province at least 5000 m3 scaffolding material to handle the emergency case when required. 

Installation and removal of scaffolding shall be in accordance with operation and maintenance schedule issued by NSRP in accordance with NSRP’ productivity schedule which is providing by Contractor.  The SOS including scaffolding material, consumable material as steel wire, wood plate, scaff tag, and support service to full fill the scope of work.  Contractor shall supply all labor, material, supervision and equipment to complete the scaffolding work. Contractor must prepare all other necessaries to perform this service as accommodation, transportation, PPE, tools and consumable.  Contractor shall provide qualified person as required.  NSRP shall issue written Work Order to Contractor. Contractor shall specify specific work and set up work schedule. Modification if required, fit up inspection including alignment, level control, and valid scaff tag compliant to BS1139 standard. Final inspection with NSRP’s supervisor after completion of the scaffolding installation.  Contractor must satisfy the requirements in accordance with the schedule specified in Work Order and any other conditions and work requirements requested by NSRP. Those requirements may be conveyed to Contractor from time to time. Contractor shall conduct the work within 24 hours after receiving Work Order from NSRP. Contractor shall provide their own scaffolding materials and manpower to erect and dismantle scaffolding as per request from NSRP. The scaffolding volume shall be confirmed based on the actual work at site by authorized representative of NSRP and Contractor.

Working time:

From Monday to Saturday: 8.00 AM – 17.00 PM (Lunch time 01 hour). Depending on business requirement, NSRP may change regular working time. The Contractor shall be notified of the changes in advance and Contractor must comply. Sunday: depend on workload. Contractor is required to work on weekend and holiday once requested by NSRPSASETY REQUIREMENT

Contractor has to perform the task without additional cost requirement. Contractor must prepare all other necessities to perform the service, including but not limited to accommodation, transportation, PPE, tools and consumables. Contractor shall provide NSRP with a daily report for manpower planning and actual manpower utilization and weekly report showing quality inspection record and other reports containing all the details as required by NSRP.

Contractor has responsibility to manage their material quantity on site, safety and quality also. Scaffolding contractor is requested to fully follow NSRP rules, regulation, and Vietnamese law and so on. Scaffolding work shall follow document number MD-04-MT-PD-100 Scaffolding HSE Procedure (as the attachment). To comply with all NSRP’s Standards and Policies applicable to the employees. NSRP may from time to time modify NSRP’s Standards and Policies by written notice to Contractor. Contractor must immediately comply with them. Contractor shall comply with all HSSE&S programs and procedures, which are related to the service. Contractor must arrange sufficient resource to meet the required schedule at no extra costs incurred to NSRP.TERM AND PAYMENT

This scope is for daily scaffolding service frame contract.
