2. Experience and Technical Capabilities
- Has your company, your consortium partner (if applicable), or your parent company successfully executed EPC projects in the Oil and Gas industry and Power Plant within the past ten (10) years? If yes, please provide supporting evidence, such as project names, contract values, acceptance letters, or completion certificates of those EPC projects.
- Has your company previously worked with any of the following Vendors/OEMs: Macchi, MES/TMEIC, GE, Schneider Electric, and Honeywell? If yes, please provide details of the cooperation, including project name, scope of supply, and supporting documents (e.g., letters of collaboration, acceptance certificates, or completion certificates).
- Has your company previously carried out a Turnaround for NSRP? If yes, please provide a description of the activities performed during the Turnaround, such as the scope of work and the execution schedule.
- Does your company, your consortium partner, or your parent company hold any valid certificates, professional licenses, or equivalent qualifications permitting construction work related to refinery or petrochemical plants? If yes, please provide relevant documentation for our review.
3. Project Management and Resources
- Do you have a qualified team capable of delivering EPC services for refinery or petrochemical projects? Kindly provide an organizational chart for an EPC project along with a brief overview of the key personnel, such as Project Manager, Site Manager, Engineering Manager, QA/QC Manager, HSSE Manager, and Engineers, including their relevant experience
4. Quality Assurance and Quality Control (QA/QC) for Engineering work
- Does your company have an established QA/QC system in place for EPC works?
If yes, we kindly request a brief description, including key elements such as review processes, internal procedures, and any relevant certifications.
- Is your company certified under ISO 9001:2015 for Quality Management?
If so, please provide supporting documentation, including the certificate and audit results from the past two (2) years.
5. HSSE Plan
- Do you have HSSE plan including HSE procedures and Environment Control for construction work? If yes, please provide.
6. Detail Engineering, Procurement and Construction Plan
- Please provide the Schedule of an EPC project previously executed by your company, particularly covering the disciplines of mechanical, piping, electrical, instrumentation, civil, and structural works.
- What tools or licensed software does your team utilize for engineering service tasks (e.g., cost estimation, hydraulic modeling)? Please share examples to help us understand your technical capabilities.
- Please confirm whether your company has previous experience in executing the procurement of Long Lead Items (LLI) with international partners. If applicable, kindly provide details of the LLI Procurement Plan your company has developed and implemented in past projects, including approach, process, and key milestones.
- Please share typical Mobilization Plan with a Manpower and equipment Histogram showing the proposed mobilization, duration and demobilization periods that your company has implemented in past EPC projects
7. Warranty
- Do you agree to provide a warranty for the WORK for one (2) year following completion of Acceptance?

Package 1 – Electrical Modifications
- Modification of existing Power Distribution, Power Management and Power Generating Systems for connecting and operating in parallel with National Grid.
+Addition and modification of 33kV GIS cabinets
+ Power Management System (PMS) upgrades including Fast Load Shedding (FLS), Under Frequency Load Shedding (UFLS), synchronization, load sharing, islanding, and SCADA connection to EVN
+ STG/GTG system modifications for parallel operation with EVN grid.
+ Data provision and coordination with PSC/EVN for parallel operation approval.
Package 2 – Process Modifications
- Conversion of existing boiler burners for dual-fuel operation (UFO/RFO and FG/LPG).
- Capacity upgrade of the Fuel Gas (FG) system.
- Installation of a steam letdown station to meet increased steam demand.
- Modification of control systems including BMS (Burner Management System), Distributed Control System (DCS), and Fire & Gas (F&G) to support the new power supply regime.
- Control system upgrades: Boiler Management System (BMS), Distribution Control System (DCS), Fire& Gas system (F&G)..
- Detail in SOW will be sent later after receiving your Expression of interest ( EOI).
