To whom it may concerns,

Nghi Son Refinery and Petrochemical LLC (NSRP) is the second refinery facility built in Vietnam, located about 260km south of the capital, Hanoi, situated in the Nghi Son Economic Zone in Thanh Hoa Province. The refinery has the capacity to process 200,000 barrels of imported crude oil per day and is capable of producing different fuels and many petrochemical products. The NSRP is currently seeking expressions of interest from qualified contracting companies to discuss potential participation in the execution of our second major Turnaround (TA2), scheduled for Q2/2027. This will be a full refinery-wide turnaround involving the total shutdown of key process units for statutory inspection, maintenance, and performance restoration.

The purpose of this letter is to enable companies to express their interest to participate in the tender of this TA2. However, this document should not be considered as an invitation to tender.

The TA2 will be based on the high-level details within the scope of work attached to this letter (Attachment 2)

The Questionnaire also is sent to you. This is part of a comprehensive pre-qualification process that will ultimately determine the list of potential bidders, hence a full and complete response to the questionnaire is advisable.
