Nghi Son Refinery & Petrochemical Limited Liability Company (NSRP) is planning for the procurement of Materials and Service to Upgrade PAGA system.

1. Project introduction

NSRP currently operates a Bosch Praesideo Public Address and General Alarm (PAGA) system, which has been discontinued since 2022. The system provides PA/GA functions via main access panels located at the Central Control Room (CCR), Fire Station, Administration Building, Main Guard House, Maintenance Office Building, Jetty Administration/Control Building, and other occupied areas across the refinery.

The system delivers sound levels at least 6 dB above ambient noise in occupied areas. In high-noise locations (>85 dBA), hearing protection is required and flashing PAGA beacons provide visual alarm warnings. Voice announcements are normally broadcast from the Main Access Panel to all zones or selected zones.

The refinery PAGA network consists of 22 PAGA nodes, each equipped with full system components, including network controllers, redundant switches, IP audio devices, multi-channel interfaces, amplifiers, test access panels, supervision boards, edge switches, call station interfaces, and static transfer switches. The system is divided into seven (7) zones and includes Local Paging Panels for broadcasting to individual buildings or building groups within each zone.

The PAGA system is fully integrated with the Fire & Gas, Telephone, and Plant Radio systems. Upon alarm activation, the system continuously broadcasts the alarm tone throughout the facility until acknowledgement from the Main Access Panel at the CCR to restore normal operation. Field beacons in high-noise areas are installed using duplicated circuits, loudspeakers are connected via return-loop cabling, and inter-node communication is provided through single-mode fiber optic links.

This project requires the full replacement of obsolete hardware, software, licenses, servers, network controllers, amplifiers, and related components across all 22 nodes. The upgraded system must remain compatible with the existing architecture and comply with updated operating system and software requirements. The project will be implemented in three (3) phases from 2026 to 2028.

2. General Scope of Work

2.1. System Replacement Scope:

• Supply of a latest-version PAGA system, manufactured within 12 months prior to Purchase Order issuance.
• Replacement of all node equipment, including controllers, interfaces, amplifiers, IP audio devices, redundant master/slave switches, test access panels, network splitters, call stackers, end‑of‑line supervision boards, beacon monitoring panels, main/local access panels, and AMC2 I/O controllers.
• Provision of Windows 11–compatible software and licenses (minimum workstation requirement: SSD 500 GB RAID-1, RAM 16 GB).

2.2. System Performance Requirements:

• Fully redundant system design, including redundant controllers and N+1 amplifiers.
• Full integration with Fire & Gas, Telephone, and Plant Radio systems.
• Voice message and general alarm broadcasting from all designated main access panel locations, with local paging capability.
• Comprehensive fault monitoring, including flashing beacon status.
• Flexible zone configuration based on operational needs, with automatic general alarm broadcasting to all zones, except for manually selectable exclusions (e.g., Product Loading Jetty).
• Independent zone selection at all Main Access Panels.
• Amplifier outputs rated at 70–100 V.
• System access priorities aligned with the existing design or finalized during detailed engineering.
• Design capacity for minimum 25% future node expansion without replacement of central equipment.
• Lightning protection for all PAGA cabinet equipment.
• Removal of existing equipment and installation of new systems and cabling by certified personnel compliant with local and international standards.
• Execution of FAT, SAT, commissioning, testing, documentation, and final handover to NSRP Operations.

2.3. Additional Requirement for Phased Upgrade (Guarantees Performance)

• The Contractor shall deliver a complete and fully functional upgrade solution per phase, with node quantities defined by NSRP upon Purchase Order issuance.
• Each phase must ensure full functionality of upgraded nodes while maintaining uninterrupted operation of non-upgraded nodes.
• The system shall be complete in all respects; any material shortfalls during installation or commissioning shall be resolved by the Contractor at no additional cost to NSRP.

3. General / key requirements for Contractor capability (questionnaires)

(1) Does your company have valid business registration and legal eligibility to perform works Public Address and General Alarm System (PAGA)?

Please provide a valid Business Registration Certificate (name, address, registration no.) and confirm that your licensed business scope.

Evidence to attach: Business Registration (PDF), relevant licenses/permits, company profile.

(2) Does your company have experience in executing installation and commissioning PAGA systems?

Provide at least one (1) similar project within the last 03 years. The equivalent project must be at least multi-zones.

Evidence to attach: Contracts, project sheets and acceptance certificates.

(3) Does your company have experienced personnel qualified for the configuration and commissioning of the PAGA system?

Please provide at least one (1) CV of an experienced employee who has carried out similar projects within the last three (3) years, along with relevant OEM-issued certification(s).

Evidence to attach: CV & Related certificates.

(4) Does your company have commitment to guarantee for a minimum period of ten (10) years, including the availability of spare parts for at least ten (10) years from the actual Completion Date of the Works
