SURVEY QUESTIONNAIRE FOR CONSULTANCY SERVICES FOR THE NEW HOUSING PROJECT

PURPOSE:

To determine the shortlist of bidders from the long-listed suppliers approved in Bidding Strategy for bidding package “CONSULTANCY SERVICES FOR THE NEW HOUSING PROJECT” in accordance with NSRP Procurement Procedure, the Pre-Q Questionnaire are developed as below.

“Nghi Son Refinery & Petrochemical Limited Liability Company (NSRP) is planning for the procurement of CONSULTANCY SERVICES FOR THE NEW HOUSING PROJECT (the Services) in order to select a suitable supplier for provision of those Services for NSRP. The tentative dates of starting the Services will be in November 2026.

The summary of the scope as below:

NSRP is seeking a consultant to assess the feasibility of supporting employee access to residential land and housing through a proposed residential development project.

The consultant is expected to:

• Conduct legal and financial due diligence on the project.
• Assess potential cooperation models between NSRP, the developer, and employees, including legal, tax, HR, and commercial implications.
• Review the developer’s commercial terms (price, payment schedule, handover conditions, etc.).
• Identify key risks and provide mitigation measures.
• Deliver a clear Go / Conditional Go / No-Go recommendation for NSRP management.
• Expected deliverables: Legal Due Diligence report, financial assessment, cooperation framework assessment, commercial review, risk register, and final recommendation report within approximately 12 weeks.
