Subject: Survey Questionnaires for Engineering, Procurement, Construction and Commissioning for Cartridge Filter Installation Project
PURPOSE:
To determine the long list of bidders for bidding package “Engineering, Procurement, Construction and Commissioning for “NRP Cartridge Filter Installation Project” in accordance with NSRP Procurement Procedure, the Pre-Q Questionnaire are developed as below.
“Nghi Son Refinery & Petrochemical Limited Liability Company (NSRP) is planning for the procurement of Engineering, Procurement, Construction and Commissioning for NRP Cartridge Filter Installation Project (the Services) in order to select a suitable Contractor for provision of those Services for NSRP. The tentative dates of starting the Services will be in March 2026
If your company is interested in this procurement package, please respond to all the questions in the questionnaire in Part 3 – Survey Questionnaire and send through email thach.cd@nsrp.com.vn. The email must reach to the email address above no later than 08th Dec 2025. The response submitted via email must be clearly marked with the following title:

2. GENERAL SCOPE OF WORKS
The EPC project shall consist of main facilities to satisfy its operation purpose as the scope of work is divided as below:
- Installation of two (02) basket strainers (one operating and one standby) and one (01) cartridge filter with a bypass line, including but not limited to associated valves, drain lines, and piping connections to the process line header, CBD line, and flare system.
- Installation of new piping systems to connect the filtration equipment with the existing process lines, including tie-ins downstream of control valve 048-FV-0101 and upstream of heat exchanger 048-E-105.
- Installation of area lighting fixtures, grounding system, and lightning protection system to support safe operation and maintenance of the filtration system. All electrical components shall be rated for outdoor use (minimum IP65).
- Installation and integration of differential pressure transmitters (e.g., 048-PDT-0001 and 048-PDT-0002) for monitoring pressure drop across the basket strainers and cartridge filter. The transmitters shall be connected to the existing Distributed Control System (DCS) for real-time monitoring and alarm functionality and shall be suitable for installation in Zone 2 hazardous area as per ATEX requirements.
- All construction, fabrication, installation, and commissioning activities shall be carried out in accordance with NSRP’s technical specifications, safety standards, and applicable regulations.
3. QUESTIONNAIRES
A. Experience and Technical Capabilities
- Has your company, your consortium partner (if applicable), or your parent company successfully executed EPC projects in the Oil and Gas industry related to piping, instrumentation, electrical, and civil/structural works within the past ten (10) years? Y/N
If yes, please provide supporting evidence, such as project names, contract values, acceptance letters, or completion certificates of those EPC projects.
- Has your company previously carried out a Turnaround for Oil and Gas plant? Y/N
If yes, please provide a description of the activities performed during the Turnaround, such as the scope of work and the execution schedule.
- Does your company, your consortium partner, or your parent company hold any valid certificates, professional licenses, or equivalent qualifications permitting construction work related to refinery or petrochemical plants? Y/N
If yes, please provide relevant documentation for our review.
B. Project Management and Resources
- Do you have a qualified team capable of delivering EPC services for refinery or petrochemical projects? Kindly provide an organizational chart for an EPC project along with a brief overview of the key personnel, such as Project Manager, Site Manager, Engineering Manager, QA/QC Manager, HSSE Manager, and Engineers, including their relevant experience.
C. Quality Assurance and Quality Control (QA/QC) for Engineering work
- Does your company have an established QA/QC system in place for EPC works? Y/N
If yes, we kindly request a brief description, including key elements such as review processes, internal procedures, and any relevant certifications.
- Is your company certified under ISO 9001:2015 for Quality Management? Y/N

D. HSSE Plan
- Do you have HSSE plan including HSE procedures and Environment Control for construction work? Y/N

E. Detail Engineering, Procurement and Construction Plan
- Please provide the Schedule of an EPC project previously executed by your company, particularly covering the disciplines of mechanical, piping, electrical, instrumentation, civil, and structural works.
- What tools or licensed software does your team utilize for engineering service tasks (e.g., cost estimation, hydraulic modeling)? Please share examples to help us understand your technical capabilities.
- Please confirm whether your company has previous experience in executing the procurement of Long Lead Items (LLI) with international partners. If applicable, kindly provide details of the LLI Procurement Plan your company has developed and implemented in past projects, including approach, process, and key milestones.
- Please share typical Mobilization Plan with a Manpower and equipment Histogram showing the proposed mobilization, duration and demobilization periods that your company has implemented in past EPC projects
F. Warranty
- Do you agree to provide a warranty for the WORK for two (2) years following completion of Acceptance?
- Do you agree to offer an additional two (2) years of technical support via telephone, email or teleconference after the warranty period concludes?
