Nghi Son Refinery & Petrochemical Limited Liability Company (NSRP) is planning for Regulatory Compliance Training (the Services).

Scope of Services (Brief): The training service provider shall manage the full training lifecycle for regulatory compliance training courses for NSRP employees, including training needs review, course design, material development, training delivery, knowledge assessment, and certification, in full compliance with applicable laws and regulatory requirements.

QUESTION 1: Does your company possess a valid Enterprise Registration Certificate and the legal Certificate of Eligibility to provide the relevant training services in compliance with applicable laws and regulations, including but not limited to occupational safety and health training?

Reference: The following legal references are provided for bidders’ reference regarding the minimum screening requirements for the Regulatory Compliance Training Services to be performed for NSRP.

The Services shall be delivered in full compliance with the latest applicable versions of Vietnamese laws and regulations, including but not limited to:

• Labour Code No. 45/2019/QH14, adopted by the National Assembly on 20^th November 2019.
• Law No. 84/2015/QH13 on Occupational Safety and Hygiene, dated 25^th June 2015.
• Law No. 69/2025/QH15 on Chemicals, dated 14^th June 2025.
• Law No. 94/2025/QH15 on Atomic Energy, dated 27^th June 2025.
• Decree No. 44/2016/NĐ-CP dated 15^th May 2016 and Decree No. 140/2018/NĐ-CP dated 08^th  October 2018
• Decree No. 25/2026/NĐ-CP dated 17^th January 2026 detailing the Law on Chemicals in relation to chemical industry development and chemical safety and security.
• Decree No. 62/2025/NĐ-CP issued by Viet Nam’s Government dated 4^th March 2025; elaboration on the law on electricity regarding protection of electricity works and safety in electricity field.
• Decree No. 332/2025/NĐ-CP dated 18^th December 2025 detailing and guiding implementation of provisions of the Law on Atomic Energy (radiation and nuclear safety and security, inspection and licensing, incident response, and compensation for nuclear damage).
• Circular No. 06/2020/TT-BLĐTBXH dated 20^th August 2020 promulgating the list of occupations subject to strict occupational safety and health requirements.
• Applicable circulars and regulations issued by MOIT on protection of electrical works and electrical safety training (as amended from time to time).
• Circular No. 34/2014/TT-BKHCN dated 27^th November 2014 (MOST) on radiation safety training for Radiation Protection Officers and radiation workers.
